Blue graphic asking a question about the SPS Nov. 3 levy.

On Nov. 3, 2026, voters living within Spokane Public Schools boundaries will consider a three-year replacement Educational Programs and Operations (EP&O) levy.

The current levy was approved in February 2024 and authorizes collections through 2027. The proposed measure would begin after that levy ends and would authorize the following amounts:

Collection year

Proposed levy amount

Estimated rate per $1,000

2028

$107 million

$2.50

2029

$111 million

$2.50

2030

$115 million

$2.50

At the estimated $2.50 rate, the levy portion of an annual property-tax bill would be approximately $875 for a property assessed at $350,000, which is the median home value in Spokane County.

These figures apply only to the proposed SPS EP&O levy. They do not represent a property owner’s entire tax bill or all state and local school-related taxes.

If approved, the levy would fund approximately 15% of the annual SPS operating budget. Here are the key areas of levy-supported spending:

  • Academics: including Highly Capable services (Odyssey, Tessera, etc.), Advanced Placement courses, curriculum materials, staff for smaller class sizes, library specialists and elementary P.E., art, music and science teachers.

  • Activities and athletics: including Engage IRL opportunities, sports, clubs, music, theater and arts.

  • Services: including counselors, nurses, behavioral specialists, facility services and technology support.

This proposal is separate from the Together Spokane facility bond voters approved in November 2025. Bond funding is designated for capital projects, while the EP&O levy supports programs and operations.
